So what is the point behind being able to control the power of the pump?

Helps dial in the exact settings you want. You can achieve it two ways, by adjusting the red valve or pump speed

So wouldn't it be best to put pump on max and then lower the water level to just under the cups neck with the red knob?

That's how I like to run it as I feel with the pump on max it is drawing the maximum amount of air into the skimmer body, however, everyone likes their skimmer setup differently.
